Permanent Supportive Housing: Railton Residence

The Salvation Army of Greater Rochester has transformed a portion of their building on Liberty Pole Way into seven, affordable and supportive permanent housing units. These units are located right in the heart of Rochester, NY and lie within proximity of the top five zip codes with the highest number of people living below poverty level. Railton Residence is named for The Salvation Army's 1st Commissioner, George Scott Railton, who brought our mission and work to New York State.

Supportive housing is a combination of affordable residency and supportive services designed to help vulnerable individuals and families as a platform for health, recovery, and personal growth. Three distinct components make up this residential model: housing, supportive services, and property/housing management.

To qualify for eligibility, the individual will be homeless and identified as having an unmet housing need as determined by the Rochester Continuum of Care (CoC) or the local planning entity. The individual must have one or more disabling conditions or other life challenges, including: mental health issues (MHI), substance use disorder (SUD), or chronically homeless. The person in need of housing must also be put on the Prioritization Wait List for placement.

With a Resident Support Coach Case Manager available, Railton Residence tenants will receive individualized support services and referrals to help manage health and behavioral conditions. This individualized approach will help to create a foundation for being stable and independent. Services and referrals will include, but not limited to:

  • In-house case management

  • Care coordination

  • Budgeting and money management

  • Life sills development

  • Goal setting

  • Job readiness

  • Healthcare/Wellness referrals

  • Employment support (referrals, application assistance, interview education)

  • Public transport passes for recovery meetings, job interviews, etc.

  • Access to our Emergency and Family Services resources

  • Spiritual guidance and counseling

  • Provision of peer and volunteer support

Fidelis Care, who provides affordable healthcare to more than 2.4 million people locally and statewide, commenced this project’s fundraising initiative with a $10,000 donation. Fidelis Care’s financial contribution is a testament to their mission; serving communities through partnerships with local providers, schools, and organizations.
